Federal Agencies
U.S. Department of Homeland Security (DHS) The U.S. Department of Homeland Security (DHS) is responsible for the nation's protection from external and internal threats, both man-made and natural. Agency offices include: Citizenship and Immigration Services (USCIS), Customs and Border Protection (CPB), Federal Emergency Management Agency (FEMA), Immigration and Customs Enforcement (ICE), Transportation Security Administration (TSA), U.S. Coast Guard, U.S. Secret Service, and Office of Inspector General.
Federal Emergency Management Agency (FEMA) The Federal Emergency Management Agency (FEMA) became part of the U.S. Department of Homeland Security on March 1st, 2003. The primary mission of the Federal Emergency Management Agency is to reduce the loss of life and property and protect the Nation from all hazards, including natural disasters, acts of terrorism, and other man-made disasters, by leading and supporting the Nation in a risk-based, comprehensive emergency management system of preparedness, protection, response, recovery, and mitigation.
USA Freedom Corps As a White House office, USA Freedom Corps (USAFC) is charged with building a culture of service, citizenship, and responsibility in America. USAFC promotes and expands volunteer service in America by partnering with national service programs, working to strengthen the non-profit sector, recognizing volunteers, and helping to connect individuals with volunteer opportunities.
U.S. Citizen Corps Citizen Corps (a National Service Program of USA Freedom Corps) was created to help coordinate volunteer activities that will make communities safer, stronger, and better prepared to respond to any emergency situation. It provides opportunities for people to participate in a range of measures to make their families, their homes, and their communities safer from the threats of crime, terrorism, and disasters of all kinds.
Ready Ready is a federal government public service advertising campaign designed to educate and empower Americans to prepare for and respond to emergencies including natural disasters and potential terrorist attacks. The goal of the campaign is to get the public involved and ultimately increase the level of basic preparedness across the nation. Ready promotes three different steps: Getting an emergency kit, making an emergency plan, and informing yourself about the different types of emergencies that could occur and the appropriate responses to each. Ready also has information for businesses and kids.
Aidmatrix Network The Aidmatrix Network is a FEMA-organized national effort to create a portal individual support to humanitarian / disaster relief organizations. Financial support, product donations, and a registry to connect volunteers to organizations are encompassed in this network.
CERT Community Emergency Response Team (CERT) is a program (first developed and implemented by the LAFD in 1985) that educates civilians about disaster preparedness and trains them in basic disaster response skills such as fire safety, light search and rescue, team organization, and disaster medical operations. CERT members can assist others when professional responders are not available or can support emergency response agencies as auxiliary responders in a time of crisis. CERT training has been made available on a national level by FEMA.
Medical Reserve Corps The Medical Reserve Corps (MRC) was founded in 2002 as a partner program to Citizen Corps, serves to improve the health and safety of communities across the country by organizing and utilizing public health, medical, and other volunteers. MRC units are community-based and function as a way to locally organize medical and public health professionals. Other community members can fill key support positions.

Wisconsin Emergency Management (WEM) Wisconsin Emergency Management specializes in Hazard Mitigation, Warning & Communications, Emergency Police Services, Disaster Response & Recovery, Hazardous Materials & EPCRA, Radiological Emergency Preparedness, and Exercise & Training for the State of Wisconsin.
Volunteer Center Association of Wisconsin (Volunteernow) The Volu
nteer Center Association of Wisconsin is a professional network of volunteer center staff which provides support for program development, educational opportunities, mentoring for new volunteer centers and their staff, and shared promotional efforts of effective volunteer centers in order to have a greater impact on volunteerism statewide.
Wisconsin Pandemic Resource A collaborative project of Wisconsin agencies including the Departments of Administration, Agriculature / Trade / Consumer Protection, Health Services, Military Affairs - Emergency Management, Natural Resources, Public Instruction. Also included is the State Laboratory of Hygiene, the Wisconsin Hospital Association, and UW - Madison.
Wisconsin Emergency Assistance Volunteer Registry (WEAVR) The Wisconsin Emergency Assistance Volunteer Registry (WEAVR) is an on-line volunteer registration system for health care and behavioral health professionals implemented through the Public Health Preparedness and Response to Bioterrorism Program (and is managed by the Wisconsin Division of Public Health). It collects and stores information on volunteers interested in filling critical response and recovery roles following a major public health emergency.

State of Wisconsin Citizen Corps Council The Wisconsin Citizen Corps Council was formed in 2004 to provide recommendations and direction to the Office of Justice Assistance regarding local and county Citizen Corps programs. These state, local, and regional programs include: CERT, READY, MRC, Neighborhood Watch, Wisconsin Terrorism Awareness and Prevention, VIPS, and Fire Corps.
